ULI NY’s Expert Panel Provides Insight Into P3

ULI New York, in partnership with RICS hosted a Joint Summit with a panel discussion on Public Private Partnerships (P3) and their background, as well as recent trends in the global P3 sector and their relevance to the local market.

Audience and panelists were well represented across wide spectrum of interests in project finance and P3: technical consultants, attorneys, public agencies, advisers  equity investors/sponsors, contractors and lenders.

The event was organized in two sessions. In the first session, the panelists discussed basics of the P3 process and its adaption and evolution in the US. One key takeaway is that P3 is a very niche market but will continue to grow slowly in the US due to a widening gap between infrastructure needs and public agencies’ budget constraints.

The second session was organized in a Q&A format between the moderator and panelists, and focused around discussions of case studies for several successful completed P3 projects in the US, most notably The Long Beach Courthouse. A key takeaway from the second session is that P3 deals are complex, with prolonged closings timelines, with many moving parts and require a dedicated “champion” on the public side to move the deal forward.
