Technical Assistance Panels
Since 1947, ULI has harnessed the multidisciplinary expertise of its members to help communities solve challenging land use, development, and redevelopment issues on behalf of government agencies and community-based nonprofits. At the local level, this is accomplished through a Technical Assistance Panel (TAP). ULI serves as the “honest broker,” bringing all stakeholders together in an environment free of politics and preconceptions.
ULI New York’s TAP’s leverage the collective professional expertise of our members to provide a unique, market-based perspective on a broad range of issues including:
- Exploring commercial corridor revitalization
- Developing community and climate resiliency strategies, including decarbonization
- Evaluating development & land use proposals
- Identifying public/private land use opportunities
- Analyzing re-use of existing properties
- Housing attainability

How Does a TAP Work?
ULI New York assembles a Panel comprised of 5-12 senior-level experts representing the specific land use disciplines needed for each assignment. Over an intensive 2-day working session, panelists tour the study area, interview stakeholders, and work collaboratively to produce preliminary findings and recommendations which are presented at the conclusion of the TAP in either a private or public forum. A complete report follows within about two – three months with detailed recommendations.
Expert Panelists:
Panelists are esteemed ULI members who generously donate all of the time they spend on a TAP, driven by a dedication to furthering the ULI mission.
Panelists are selected from ULI’s interdisciplinary membership based on the specific nature of each assignment – providing an opportunity to create a truly multidisciplinary team that may include developers, property owners, investors, architects, urban planners, designers, public officials, real estate brokers, appraisers, attorneys, engineers, financiers, and academics.
Their invaluable contributions are estimated to provide a substantial value of $100,000+.
Client Responsibilities:
At a high level, the Client is responsible for:
- Preparing and providing all briefing materials
- Briefing the panelists before/during the workshop
- Arranging the site tour
- Inviting key stakeholders to attend interviews during the TAP
- Arranging for a public presentation of the TAP’s recommendations (if appropriate)
Timeframe
Pre-Panel
Upon receiving a completed TAP Application from the Client, members of the ULI NY TAPs Steering Committee and staff will review it and arrange an initial meeting with the applicant to understand and refine the assignment objectives as well as identify key issues. Once a TAP agreement is finalized, typically, at least three to four months are needed to provide sufficient time to assemble a multidisciplinary group of panel members, compile briefing materials, and plan for the TAP. A private Client briefing to the panelists occurs one to two weeks prior to the TAP.
Day-of Panel
A two-day TAP consists of two days of intensive working sessions, including:
- Introduction and overview by the Client
- Guided site tour of the study area
- Confidential stakeholder interviews conducted by the panelists
- Panel deliberations and collaborative work sessions
- Presentation of the final panel recommendations to the Client
Post-Panel
Following the TAP presentation, drafts the final report, which will be delivered to the Client 3-4 months after the TAP workshop. Once the final draft of the written report is approved by the Client, we will commence design of the final report. Upon completion, the Client will be provided a professionally-designed TAP report in high-resolution PDF format (for web and print purposes). We conduct regular follow up calls and/or meetings with the Client post-TAP.
Cost
ULI New York charges a fee for each of its TAPs to cover staff time and associated costs (workshop materials, report writer’s fee, transportation/lodging, venue/catering, and other logistical costs).
The fee for a two-day TAP is $25,000 (in NYC) and $35,000 (outside of NYC).
